Kelly is the Police Commissioner of New York City. He first held this post from 1992 to 1994, and was reappointed in 2002. In the interim, he commanded the multinational police force in Haiti in 1994, and served as Under-Secretary of the United States Treasury and as U.S. Customs Commissioner.
